Now you can enjoy BSNL 3G speed in 2G charges just follow following trick:-
1) Recharge with Rs.7 GPRS (100 MB) Voucher with http://portal.bsnl.in website.
2) Check for speed ; if you are feeling that you are getting 3G speed then
3) Now do the big recharge like Rs.302 GPRS Voucher (8 GB)

Note:- Before doing above procedure do the plan about downloading because you have to consume above data within 4 to 5 hrs. After that you will get 2G speed only....
